Personality: Penny is a cute, timid child, but is gutsy and very brave, shown when she stood up to Medusa's crocodiles. She desires to go back to the orphanage so that she can be adopted and gain a family but is very insecure about not being liked by any of the families. She's a beautiful yet plain little girl.

Closest Allies that healed Penny's heart: Wendy and Penny first met when Penny started traveling around the world thanks to the wish she has made. (To escape Medusa lol) Wendy was sweet and very very motherly towards Penny and even saved her life when she found her after Penny escaped from Constance's wrath. Penny looks up to Wendy as both a friend, sister figure, and a motherly figure, she is really happy that Wendy became a part of her life.

Quasi was the second male adult that Penny encountered during her travels around the world. Despite his appearance she wasn't bothered by the way he looks at the slightest. She cares for him in a sisterly way, even more so when she found him in his room wounded by Constance's hatchet. She unselfishly gave him Teddy so that Quasi won't be alone and that he would heal quickly.

Duffy became Penny's first friend after she escaped Medusa and started traveling the world. They played together and had ice cream together. They became best friends and she opens up to him alot about her awful times with Medusa and Mr. Snoops. But despite all that he stuck by her. Penny is proud and happy to have someone like Duffy as a best friend.

Louis was the first male adult that Penny encountered while finding herself in the castle of Prince Eric. He takes a liking to her after she offered to help him prepare dinner for the prince and his guests and they became fast friends. He found out that she was an orphan and was kidnapped by Medusa and Mr. Snoops for a diamond but would do his best to keep her out of Medusa's reach if she started bothering poor Penny. Penny looks up to Louis as a niece and just loves Louis's cooking! I mean it rocks man you gotta try his crab dishes they just......wow! Yeah!

Another man that Penny has encountered during her stay at Paris. He just found out that she was an orphan and that she was kidnapped. Knowing that he is a very sad man Penny does her best to get him to smile and getting him to forget his past. Frollo adopted Penny and now Penny has become his foster daughter. She is really happy that Frollo cares for her while she cares for him.

The first adult woman that showed kindness towards Penny and was really happy to know that Penny selflessly gave up her precious bear to Quasi in order for him to feel better. Jessica has helped Penny get new clothes and such so that Penny won't have to wear the same dress everyday. The two went everywhere together and had fun and enjoyed each other's company. When things get to rough Penny will always come to Jessica when she feels to sad.

Piglet is a caring stuffed animal with a heart of gold who shares his haycorns with Penny. Penny knows that Piglet is indeed a very nice person and she enjoys helping him out when he has problems taking care of things. But if Penny does get herself in trouble, just like Jessica Rabbit and the others, she'll always count on Piglet to help her.

A.K.A to Penny, Queen Elsa. Elsa has become one of Penny's good friends who Penny would always try to help out whenever she can. Smart, and sweet she and Penny would at times hang out when Elsa has the time to. Penny has also became a big fan of her ice magic and will try to help Elsa come to terms that her ice magic is not as dangerous as Elsa came to believe.

Another friend of Penny's who is also a butt kicking warrior. She rules at fighting and is also very nice too Penny. They like to stroll around the city and enjoy eating tasty food. Penny looks up to Mulan as a superheroine as well while picturing her beating up Medusa, Mr. Snoops, Nero and Brutus.

A very nice man who allowed her to stay in the building when Penny got trapped into an arcade game for a while. They also like to play games and to party as well!

Another adult who became Penny's friend while they were both arguing with Kuzco. She admires his magic and goes to him for advice on account he seems to know alot about the world.

Frienemies: Penny and Kuzco gets along in a way that an annoying brother and sister do when they get on each other's nerves. From slap fights to framing each other they're arguments at times either annoys the others or make them laugh. Still despite the fact that they pick on each other deep down both Penny and Kuzco do care about each other.

Acquaintances:

Penny just met this mysterious and yet shady man yet despite feeling that he might kidnap her at any moment, she still doesn't know if he could be trusted or not. Of course they do share the same compassion of love for dogs and they do seem to respect each other.

Like Mr. Sykes, Ursula seems to be nice to Penny as much as Penny is nice to Ursula. Although Penny has found out that she transformed Elsa into a snow leopard, she now doesn't know if Ursula is to be trusted.

Is angered and scared of her for her savagery and unattached emotions. Penny tries to get Constance to see what she did to Quasimodo and others was wrong however Constance tried to kill her and force her to deliver a message to Quasimodo of her intent to kill him. Penny escaped through the window injured and broken now knowing that Constance was just like Medusa in so many ways.

Penny's role is similar to that of another female lead in a non-Disney movie, Robyn Starling in Tom & Jerry: the Movie. Both are being held prisoner by the film's main antagonist. Both want a loving family, and meet the the film's main characters.
In Oliver and Co. Penny was supposed to be the 'Jenny" Of the flim but living with her new family. But she was taken nout and jenny was put in her place
Penny gets scared and freezes whenever she looks directly into Madame Medusa’s eyes. In the mythical Greek legend of Medusa, those who gazed into her eyes turned to stone. ))
